National Board of Chiropractic Examiners Announces
No Increase For 2024 Exam Fees!
Greeley, Colo.— On November 20, 2023, the National Board of Chiropractic Examiners announced there will be no increase in 2024 exam fees. The NBCE has increased exam fees just once in the past 6 years.
Dr. Norman Ouzts, NBCE Chief Executive Officer, remarks: “At a time of historic inflation, the NBCE has effectively managed costs thanks to the Board’s excellent execution of fiduciary duties.
We understand that expenses are a primary concern for all examinees and are pleased that the stability of our exam costs will not cause an additional burden on their budgets.”
Compared to the last five-year average annual increase in the Consumer Price Index of 4.2%, during the same period, NBCE Exam fees have increased just 0.7%. We are proud to offer cost consistency for our exams while achieving our mission – ensuring professional competency through excellence in testing.

GREELEY, CO – On September 15-16, 2023, the NBCE hosted a total of 27 academic representatives who participated in the annual meeting of the Part I Test Development Committee held in Greeley, Colorado at the Horace C. Elliott Center. The meeting was comprised of instructors from Doctor of Chiropractic Programs (DCPs) nominated through colleges and selected for their expert knowledge of the Part I Basic Science Domain. This year’s Part I Committee worked diligently to represent the highest caliber of subject matter expertise and exceeded the challenging requirement of subjecting each question to rigorous analysis. Test development committees are an essential part of exam development and require that every test item utilized on our national exams be routinely examined and audited for correctness, confirming that each item is applicable to the educational requirements of future chiropractors. By engaging the knowledge of these experts, the NBCE not only ensures the continued level of excellence in testing, but also confirms that the content of the exams is up to date with the current educational programs. National Board of Chiropractic Examiners Announces Board of Directors Election Results
Greeley, Colo.— The National Board of Chiropractic Examiners (NBCE) is proud to announce the results of the 2023 of Directors elections. The Board seats 11 members who provide expert guidance and oversight to ensure professional competency in the chiropractic profession through excellence in testing.
At this year’s NBCE Annual Meeting of Delegates, three District Director seats were elected:
District III Director: Gary DiBenedetto, D.C.
District IV Director: Jason Jaeger, D.C.
District V Director: Danita Thomas Heagy, D.C.
The Federation of Chiropractic Licensing Boards also seated the FCLB appointed Directors to the NBCE.
FCLB Appointed Director: Karen Campion, D.C.
FCLB Appointed Director: Robert Daschner, D.C.
At-Large Director elections were held immediately following appointment of the FCLB Directors.
At-Large Director: Karlos Boghosian, D.C.
At-Large Director: Carol Winkler, D.C.
The NBCE then elected the following officers who will serve as the Executive Committee for the coming year:

The NBCE Board of Directors consists of five District Directors elected by state delegates, two Directors appointed by the FCLB, and four At-Large Directors elected by the Board. District Directors are elected for a three-year term, may run for re-election, and can serve in the position for no more than nine years. At-Large Directors serve two-year terms, may run for re-election, and can serve in the position for no more than eight years.

National Board of Chiropractic Examiners Elects District Director from New York!
Greeley, Colo.— On April 28, 2023, Gary DiBenedetto, D.C., was elected as District Director of the National Board of Chiropractic Examiners (NBCE). Dr. DiBenedetto has served on the National Board of Chiropractic Examiners Board of Directors since 2022.
As the District III Director, Dr. DiBenedetto represents the region including Pennsylvania, Vermont, New Hampshire, Maine, Massachusetts, Connecticut, New York, New Jersey, Rhode Island, Delaware, Maryland, and Washington D.C., and is your resource for issues related to NBCE bylaws, finances, exam development, state board relationships, and examinee relations.
NBCE District III Director, Gary DiBenedetto, D.C., resides in Long Island, New York, and has been in practice for over 33 years. While he currently serves as Director of North Shore Family Chiropractic, Dr. DiBenedetto has also served as a national lecturer, associate professor, technique instructor, and author of research in addition to serving the New York State Board as a NBCE Part IV Examiner and Long Island District President of the New York Chiropractic Council (NYCC).
Dr. DiBenedetto is a recipient of the Outstanding Service and Ambassador Awards from Life Chiropractic College, the Presidential Citation Award from Palmer Chiropractic College, and the Legislative Achievement Award from the NYCC. In addition to professional acknowledgements, he has a record of civic service that includes setting up the Chiropractic volunteer program at “Ground Zero” immediately after 9/11.

NBCE District IV Director Jason Jaeger, D.C., resides in Las Vegas, Nevada, and is the Administrative Director at Advanced Spine & Posture. He is trained in Clinical Biomechanics of Posture, invented the Universal Tractioning System, and has co-authored several peer review research articles.
Dr. Jaeger is a member of the Nevada Chiropractic Association Board, International Chiropractors Association (ICA), Secretary of the ICA Research & Guidelines Committee, and has served as an adjunct faculty professor, continuing education instructor, and lecturer.

Greeley, Colo.—On April 28, 2023, Danita Thomas Heagy, D.C., was elected as a District Director of the National Board of Chiropractic Examiners (NBCE). Dr. Heagy has served on the NBCE Board of Directors since 2022.
As the District V Director, Dr. Heagy represents the region including Louisiana, Arkansas, Mississippi, Alabama, Georgia, Florida, Tennessee, Kentucky, North Carolina, South Carolina, Virginia, West Virginia, Puerto Rico, and the U.S. Virgin Islands, and is your resource for issues related to NBCE bylaws, finances, exam development, state board relationships, and examinee relations.
NBCE District V Director, Danita Thomas Heagy, D.C., resides in St. Augustine, Florida, is a graduate of Life Chiropractic College, and has been a licensed Chiropractor since 1982.
Dr. Heagy served on the Florida Board of Chiropractic twice, in 1995-98 and 2013-2021, and as Chair from 2019-2020. She is a published author of several case studies from her clinical experience, has received numerous awards of recognition for her service to the profession, and was an adjunct professor at Palmer College of Chiropractic Florida. As a lifelong 4-H’er, she continues to volunteer for the Florida 4-H IFAS Board of Directors, as a board member since 2020.

Greeley, Colo.— On April 29, 2023, Karen Campion, D.C., was appointed to the Board of Directors of the National Board of Chiropractic Examiners (NBCE) by the Federation of Chiropractic Licensing Boards (FCLB). The Board of Directors is made up of 11 members who provide expert guidance and oversight to ensure professional competency in the chiropractic profession through excellence in testing.
Dr. Campion also serves as the current FCLB President and brings to the Board a distinguished track record of service. The Federation of Chiropractic Licensing Boards (FCLB) appoints two members to the NBCE Board of Directors.
Karen Campion, D.C., lives in Bryan, Texas and is a graduate of Texas Chiropractic College. Dr. Campion served on the Texas Board of Chiropractic Examiners from 2011-2018, including the roles of Secretary/Treasurer and Vice President and is a recipient of the Texas Chiropractic Association’s Ford Johnson and Keeler Plaque Awards for outstanding service and dedication to the chiropractic profession. Dr. Campion has provided her professional expertise to the NBCE, serving on the Part III Test Development Committee and as a Part IV Examiner at Parker University.

National Board of Chiropractic Examiners Hosts Part II Exam Test Development Committee
Greeley, CO.— On May 5-6, 2023, the National Board of Chiropractic Examiners (NBCE) hosted a total of 24 academic representatives and 5 State Board representatives who participated in the Part II Test Development Committee meeting held onsite in Greeley, Colorado.
To ensure the content validity of the examination, Test Development Committees are composed of faculty members from various chiropractic colleges and selected based on their expert knowledge in their specified subject areas. During this session, the Committee approved test items to be used on future examinations in accordance with NBCE test plans.

National Board of Chiropractic Examiners Honors Dr. Mark Bronson with Paul M. Tullio Award!
GREELEY, Colo.— On April 28, 2023, Dr. Mark Bronson received the Paul M. Tullio Award for Distinguished Service to the National Board of Chiropractic Examiners (NBCE) at the Board’s annual meeting for his outstanding individual commitment to the chiropractic profession.
Nominations may be made by any member of the NBCE Board of Directors, but must have distinguished themselves in the areas of chiropractic examination development, administration, analysis and/or scoring to be eligible. While nominees are accepted each year, this coveted award has only been presented thirteen times since its inception in 2007.
Speaking on this year’s nominee, NBCE Chief Executive Officer Norman Ouzts, D.C., proudly revealed, “Dr. Bronson has dedicated his career to serving the chiropractic profession and has been an instrumental part of the National Board of Chiropractic Examiners. We are proud to honor him with the Paul M. Tullio Award for Distinguished Service to the NBCE and grateful for his continued commitment …”
Dr. Mark Bronson is a native Texan from Fort Worth, graduate of the University of Texas at Austin and holds a Doctorate from the Texas Chiropractic College. He is the owner and Clinic Director of the Bronson Clinic in Fort Worth, celebrating four generations of chiropractors. Serving as President of the Texas Board of Chiropractic Examiners since 2016, Dr. Bronson is also the ‘Designated Doctor’ for the Texas Department of Insurance, Division of Workers’ Compensation and Medical Examiner for driver physicals at the Federal Motor Carrier Safety Administration.
His passion and service for the chiropractic industry has spanned decades with membership in the American Chiropractic Association and the Council on Chiropractic Orthopedics. The Texas Chiropractic Association has received his guidance as past district president, state director, board member, and Department Coordinator for Scientific Affairs. As a long-time supporter and colleague of the NBCE, member of the inaugural NBCE Part IV administration in 1996 and current role as Chief Examiner, Dr. Bronson also provides his expertise for the NBCE Part III and Part IV Test Development Committees and most recently participated in the Part IV Pilot Study Item Writing Workshop in February 2023.
The NBCE Board of Directors were unanimous in their decision to award such a dedicated individual with The Paul M. Tullio Award.

Greeley, CO. – The National Board of Chiropractic Examiners (NBCE) accomplished a significant step in progressing the Part IV Advancement and Development project with the Pilot Study Item Writing Committee meeting, which took place at the HCE Center in Greeley, Colorado on February 24-25, 2023.
Facilitated by NBCE Practical Testing Manager, Dr. Andrew Gow, 26 members of the committee comprised of State Licensing Board Representatives, and faculty members from chiropractic colleges across the country, were introduced to the new exam format and reviewed content for the Part IV Pilot exam.

NBCE Issues Call for Board Member Nominations
Greeley, CO. – The National Board of Chiropractic Examiners (NBCE) has issued a call for nominations to fill the District III, IV, and V Director seats and two At-Large Director seats on the Board of Directors. The current Directors are; Dr. Gary DiBenedetto (District III Director), Dr. Jason Jaeger (District IV Director), Dr. Danita Heagy (District V Director), Dr. Karlos Boghosian (At-Large Director), and Dr. Donna Mannello (At-Large Director). All current Directors are eligible for re-election.
Board Members are responsible for determining NBCE policy in human resources, planning, finance, chiropractic community relations, and organization operations. Every board member is expected to:
- Demonstrate a strong belief and commitment to the NBCE’s mission, vision, and values.
- Exhibit high ethical standards and integrity in all board actions in accordance with the mission of the NBCE.
- Advocate for the NBCE.
- Take responsibility and accountability for all decisions made by the board.
The NBCE Board of Directors consists of five District Directors elected by state delegates, two Directors appointed by the FCLB, and four At-Large Directors elected by the Board. Directors’ terms shall begin upon their election or appointment at an Annual Meeting. No individual may serve more than eight (8) years as an At-Large Director, nine (9) years as a District Director, and twelve (12) years total. Regarding this year’s essay competition, Dr. Norman Ouzts, NBCE CEO stated, “The NBCE is proud to honor academic excellence through this contest and congratulates these future chiropractors on their award-winning essays.”
To be considered eligible, applicants must be enrolled in a US, Council on Chiropractic Education (CCE) accredited chiropractic program and be in good academic standing in their program. Each essay must be original and may focus on any chiropractic related topic such as history, philosophy, practice perspectives, jurisprudence/law, ethics, theory, sociology, politics, or social sciences.
The scholarship essay competition is administered by an independent third party, Brighthall, Inc., with President Dr. Claire Johnson managing the blinded review and selection process. She said, “The essays that were submitted to the contest this year were outstanding. All contestants should be commended for their wonderful work.” The selection process was very rigorous, and criteria included the relevance to chiropractic, significance to current events or needs of the profession, scientific style, if the content provided new insights or new information to the chiropractic profession, proper use of references, and overall level of scholarship and quality of work.

Greeley, Colo.— On October 11-12, 2022, 30 College and University representatives attended the NBCE Mini Delphi Summit; an open forum for discussion and interactions aimed at identifying potential gaps between college curricula and NBCE exam content.

Greeley, Colo.— Donna Mannello, D.C., was elected September 8, 2022, by the NBCE Board of Directors, to serve as an At-Large Director filling an open seat until the 2023 Annual Meeting at which time she will be eligible for re-election.

Donna Mannello, D.C., resides in Omaha, Nebraska. Dr. Mannello has been a licensed chiropractor since 1987 and is a graduate of Westfield State College and Logan College of Chiropractic. Dr. Mannello was a faculty member at Logan in the Clinical Science and Chiropractic Divisions from 1991-2020. In addition, she contributed to both the Research Department and Postgraduate Department. During her tenure, Dr. Mannello was awarded the Outstanding Faculty Award multiple times, and was named Professor Emeritus at Logan University. Dr. Mannello has also provided her expertise to the NBCE, serving on the Part II Test Writing Committee from 1992-2006, and as the Overall In Charge and Standardized Patient Trainer at the Logan Part IV test site from 1995-2020.

Greeley, CO.— A total of 23 State Board nominated members and 3 academic representatives, participated in the annual Part IV Test Development Committee meeting held in Greeley, Colorado, at the headquarters of the National Board of Chiropractic Examiners (NBCE) on June 10-11, 2022.

The NBCE Part IV test committee reviews patient case scenarios, and case-related questions, to determine test content for the Part IV Practical Examination to be administered in November 2022 and May 2023. Part IV assesses clinical skills in diagnostic imaging, chiropractic technique and case management for applicants seeking state licensure. The NBCE Part IV Examination was administered for the first time in January, 1996 and continues to be administered twice yearly. Part IV is accepted in all states and the District of Columbia for initial licensure in chiropractic.

2022 Tullio Award
HORACE C. ELLIOTT AND MICHELE K. FISHER HONORED WITH THE PAUL M. TULLIO AWARD FOR DISTINGUISHED SERVICE TO THE NBCE
GREELEY, Colo.— On May 6, at the 2022 Annual Meeting, The Paul M. Tullio Award for Distinguished Service to the National Board of Chiropractic Examiners (NBCE) was awarded to Horace C. Elliott and Michele K. Fisher for their numerous years of individual contributions to the NBCE and the chiropractic profession.
To be considered for the Tullio Award the recipient must have distinguished themselves in the area of examination development, administration, analysis and/or scoring. Nominations may be made by any member of the NBCE Board of Directors and forwarded to the Executive Committee who then select a winner. Nominees are accepted annually but awarded only when an individual, who has exemplified significant service to the National Board and its mission, has been identified. Since its inception in 2007, the award has been presented twelve times. Of this year’s nominees, NBCE Chief Executive Officer Norman Ouzts, D.C., proudly stated, “We would be here for days on end if we were to list out all the accomplishments and contributions these two have made to the chiropractic profession.”
Mr. Elliott was asked to present Michele K. Fisher with her award and then in turn was surprised with the presentation of his award by Dr. Norman Ouzts. Mr. Elliott stated, “Michele has been an integral component of the Part IV exam since its inception, and in my opinion, the Part IV exam would not be the success it is today—if it had not been for her contributions. I have had the pleasure of watching her, quite literally, grow up in the National Board. When she came to the NBCE 37 years ago she was fresh out from high school with special typing skills, and special work ethic, who was capable of most anything.” Michele Fisher started her career at NBCE in the item pool department before being recruited by Dr. Paul Townsend to assist in developing the Part IV exam in 1997. In 2009 Michele was promoted to the Manager of Practical Exam Production and most recently promoted last year to Exam Production Manager. She not only made sure that a flawless exam was delivered every administration, but she developed and led the standardized patient training program at all of the practical exam test sites. Through her hard work, sheer grit, determination, and commitment to excellence in everything she does she has made herself a valuable and beloved leader at the NBCE.
Horace Elliott came to the NBCE in 1986 and it became evident very quickly that big things were going to happen. In the late 1980s he guided the development and implementation of chiropractic’s Written Clinical Competency Exam, now known as Part III. As the NBCE grew under Elliott’s steady hand, so did its need for administrative and meeting space. He was charged with overseeing the design and construction of NBCE’s current Greeley, Colorado campus, including the main building headquarters which opened in 1990, and the eventual expansion in 2010. This meeting space was named the Horace C. Elliott Center as a tribute to Horace and his impact on the chiropractic profession. In the mid-1990s Mr. Elliott oversaw the research and development necessary to introduce Part IV, the nation’s first examination of its kind in all healthcare to assess a provider’s readiness for practice. Horace has also been honored by others for his leadership. In 2001 he received the George Arvidson award for meritorious service by the Federation of Chiropractic Licensing Boards. He is also the recipient of an honorary doctorate in humanities from the Texas Chiropractic College and an honorary doctorate and fellowship from the American College of Chiropractic. Horace C. Elliott’s impact on the profession not only extends to the profession as a whole and the NBCE, but also to numerous chiropractic leaders personally.
The NBCE Board of Directors were unanimous in their decision to award such dedicated individuals with The Paul M. Tullio Award. Daniel Côté, D.C., expressed, “We are so proud to honor two distinguished individuals who have dedicated their life’s work for the advancement of the chiropractic profession.”

Greeley, CO – The National Board of Chiropractic Examiners (NBCE) held its 2021 Annual Meeting on May 6, 2022, in Denver, Colorado.
The NBCE Board of Directors consists of five District Directors elected by state delegates, two Directors appointed by the FCLB, and four At-Large Directors elected by the Board. District Directors are elected for a three-year term, may run for re-election, and can serve in the position for no more than nine years. At-Large Directors serve two-year terms, may run for re-election, and can serve in the position for no more than eight years. This year District I Director, District II Director, and two At-Large Director positions were up for election.
District I Director
James Buchanan, D.C., M.S., of Sheridan, Wyoming was elected by state delegates as District I Director of the National Board of Chiropractic Examiners. District I includes Washington, Oregon, Idaho, Montana, Wyoming, North Dakota, South Dakota, Nebraska, and Alaska.
District II Director
LeRoy Otto, D.C. of Minnesota was re-elected by state delegates as District II Director of the National Board of Chiropractic Examiners. He has served on the Board of Directors since 2011. District II includes Minnesota, Iowa, Missouri, Michigan, Kentucky, Wisconsin, Illinois, Indiana, and Ohio.
On May 7, 2022, the Federation of Chiropractic Licensing Boards (FCLB) President, Carol Winkler, D.C., (North Dakota) and Treasurer, Robert Daschner, D.C. (Minnesota), were seated as the FCLB appointed Directors to the NBCE.
At-Large Director elections were held immediately following, and Jason Young, D.C., (Oregon) and Margaret Freihaut, D.C., (Missouri) were elected by the Board for two-year terms.
At the meeting, the NBCE elected the following officers who will serve as the Executive Committee for the coming year. They are:
Karlos Boghosian, D.C. was elected for a one-year term as the President of the NBCE.
Leroy Otto, D.C. was re-elected for a one-year term as Vice President of the NBCE.
Margaret Freihaut, D.C. was elected for a one-year term as Treasurer of the NBCE.
Jason Jaeger, D.C. was elected for a one-year term as Secretary of the NBCE.

2022 Call for District I & II Director and At-Large Director Nominations
Greeley, CO. – The National Board of Chiropractic Examiners (NBCE) has issued a call for nominations to fill the District I & II Directors’ seats, and two At-Large Directors’ seats on the Board of Directors. Elections will be held on Friday, May 6th, following the FCLB’s 95th Annual Business Meeting.
Current NBCE Board President and District I Director, Daniel M. Côté, D.C., has served on the NBCE Board of Directors since 2013 and is not eligible for re-election to the seat. NBCE Board Vice-President and District II Director, LeRoy Otto, D.C., is eligible for re-election. The two At-Large Directors’ seats are currently held by Margaret Freihaut, D.C., and Jason Young, D.C., both eligible for re-election.
Board Members are responsible for determining NBCE policy in human resources, planning, finance, chiropractic community relations, and organization operations. Every board member is expected to:
- Demonstrate a strong belief and commitment to the NBCE’s mission, vision, and values
- Exhibit high ethical standards and integrity in all board actions in accordance with the mission of the NBCE
- Advocate for the NBCE
- Take responsibility and accountability for all decisions made by the board

To be considered eligible, applicants must be enrolled in a US, Council on Chiropractic Education (CCE) accredited chiropractic program. Chiropractic program registrars must confirm the student’s enrollment and that they are in good academic standing in their program. Each essay must be original and between 1,200 and 3,000 words, not including references. Topics must be relevant to chiropractic. Themes may include: history, philosophy, practice perspectives, jurisprudence/law, ethics, theory, sociology, politics, or social sciences.
The scholarship program is administered by an independent third party, Brighthall, Inc., with President Dr. Claire Johnson managing the blinded review and selection process. She said, “The submission essays to the contest this year were outstanding and the quality continues to improve each year.” The selection process was very rigorous and included the relevance to chiropractic, significance to current events or needs of the profession, scientific style, if the content provided new insights or new information to the chiropractic profession, proper use of references, and overall level of scholarship and quality of work.

Part IV assesses clinical skills in diagnostic imaging, chiropractic technique and case management for applicants seeking state licensure. The NBCE Part IV Examination was administered for the first time in January, 1996 and continues to be administered twice yearly. Part IV is accepted in all states and the District of Columbia for initial licensure in chiropractic.

ENTIRE NBCE STAFF HONORED WITH THE PAUL M. TULLIO AWARD
FOR DISTINGUISHED SERVICE TO THE NBCE
GREELEY, Colo.— On April 30,2021, following the close of the 2021 Annual Meeting, The Paul M. Tullio Award for Distinguished Service to the National Board of Chiropractic Examiners (NBCE) was awarded to the entire NBCE Staff for their dedication to public protection, the NBCE, and the chiropractic profession during a year of great uncertainty and the seemingly impossible challenge of safely administering all exams during 2020.
To be considered for the Tullio Award the recipient must have distinguished themselves in the area of examination development, administration, analysis and/or scoring. Nominations may be made by any member of the NBCE Board of Directors and forwarded to the Executive Committee who then select a winner. Nominees are accepted annually, is not mandatory, and awarded only when appropriate individuals, who have exemplified significant service to the National Board and its mission, have been identified. Since its inception in 2007, the award has been presented eleven times. NBCE President, Daniel Côté, D.C., proudly stated, “When you look at the criteria for the award, no one better fits every aspect of it than the NBCE staff this year.”
At the onset of the COVID-19 pandemic in early 2020, the NBCE staff immediately took the necessary precautions to ensure the health and safety of the examinees and staff, including hundreds of test site administrators all over the country. In a time when other testing organizations were ceasing their regular exam administrations, the NBCE staff was committed to seeking out safe solutions for exam administration in order to minimize any delay in chiropractic licensure, while maintaining the uniform standards and excellence in testing. The staff organized a massive coordination effort with the hard work and support of Chiropractic College leadership, their facilities teams, NBCE local test site staff, vendor partners, and State Regulatory Boards. Due to this persistent effort, all NBCE exam administrations were back on schedule with additional resources and precautions in place by the end of September 2020.

The NBCE is Considering Submissions for the 2021 Student Scholarship Essay Competition
Greeley, CO. – The National Board of Chiropractic Examiners is considering submissions for the 2021 Student Scholarship Essay Competition. There will be four prizes of $2,500 each for a total of $10,000 awarded in scholarships. Students can submit their essays starting February 1st, 2021. The deadline for submissions is October 1st, 2021.
In order to be considered eligible, students must be in good academic standing and enrolled in a U.S., CCE-accredited, chiropractic program at any time during 2021. The student’s essay must be submitted before the deadline on October 1st, 2021.
Contest Instructions:
- Submit an original essay on any topic of your choice, as long as the topic is relevant to chiropractic. Themes may include: history, philosophy, practice perspectives, jurisprudence/law, ethics, theory, sociology, politics, or social sciences.
- To enter the competition, submit 2 items by email:
- An original essay, submitted as a Word document. Length: no shorter than 1,200 and no longer than 3,000 words. Word count does not include title or references. On the first page include your 1) name, 2) cell phone, and 3) email.
- A letter from your registrar confirming you are enrolled and in good academic standing in your chiropractic program.
- Judging criteria: relevance to the chiropractic profession, scholarly style, writing quality, originality, and use of references.
- Announcements of winning essays will be made by December 31, 2021.
- Only one essay is allowed per student per competition and only one author per essay. Students who submitted in the past but did not win may compete again with a new essay.

The Supreme Court of Texas has Reached a Decision Regarding TBCE v. Texas Medical Association
Greeley, CO. – The Supreme Court of Texas has reached a decision in TBCE v. Texas Medical Association. The decision made by the Supreme Court of Texas underlines the value of allowing chiropractic physicians to practice the full range of their specialized skills in caring for patients and ensures that the public has access to safe, well-regulated chiropractic care.
The Texas Supreme Court opinion reversed the earlier Court of Appeals decision which struck the Chiropractic Board rules and found that including “nerve” exceeded the statutory scope of practice. The Court went on to say, “Simply put, a healthcare provider cannot diagnose a problem without ruling out other potential causes of the problem. In other words, making a differential diagnosis is an unavoidable part of making a diagnosis. Virtually any problem that a chiropractor treats could potentially have a non-chiropractic source.”
The National Board of Chiropractic Examiners and the Federation of Chiropractic Licensing Boards provided financial support for the filing of an Amicus brief to allow additional representation for the chiropractic profession. To be considered eligible, applicants must be enrolled in a US, Council on Chiropractic Education (CCE) accredited chiropractic program. Chiropractic program registrars must confirm the student’s enrollment and that they are in good academic standing in their program. Each essay must be original and between 1,200 and 3,000 words, not including references. Topics must be relevant to chiropractic. Themes may include: history, philosophy, practice perspectives, jurisprudence/law, ethics, theory, sociology, politics, or social sciences.
The scholarship program is administered by an independent third party, Brighthall, Inc., with President Dr. Claire Johnson managing the blinded review and selection process. She said, “The review committee members were thrilled with the quality of the submissions to select from and were challenged to select only four out of the dozens of excellent submissions this year.” The selection process was very rigorous and included the relevance to chiropractic, significance to current events or needs of the profession, scientific style, if the content provided new insights or new information to the chiropractic profession, proper use of references, and overall level of scholarship and quality of work.

Exam Fee Increase Starting in 2021
GREELEY, Colo.—The National Board of Chiropractic Examiners (NBCE) recently announced an increase in examination fees for the 2021 Exam Administrations effective immediately. During the NBCE fall board meeting held on November 2 & 3, the Board of Directors voted to implement the following fee increases effective for 2021:
- Part I: $25 increase
- Part II: $25 increase
- Part I/Part II IDRs: No increase
- Part III: $25 increase
- Part IV: $50 increase
- Physiotherapy: $25 increase
- SPEC: No increase
- Acupuncture: No increase
The NBCE has not implemented an exam fee increase since 2018. The increase in exam fees for 2021 is necessitated by the significant cost increase in exam preparation due to COVID-19 protocols. The NBCE has always been and remains committed to the health and safety of all examinees and test site staff.
Each exam requires the combined efforts of chiropractic college leadership and staff, local test site staff, NBCE leadership and staff, as well as outside vendor relationships. The NBCE incurs expenses at every level of exam production. This increase was very carefully considered before being approved by the Board. The NBCE will continue to aggressively monitor and manage all finances of the NBCE and seek measures to ensure that the costs of our exams are reasonable, without sacrificing exam quality.

NBCE Elects Three New Members To Their Board of Directors
Greeley, CO — The NBCE is pleased to announce the election of three new members to the NBCE Board of Directors. The vote occurred on Friday, April 24th during the NBCE Annual Meeting, which was hosted virtually this year due to COVID-19 stay-at-home orders. State delegates elected a District IV Director during the meeting. Immediately following the meeting, the Board filled two At-Large seats and elected officers. The NBCE Board of Directors consists of five District Directors elected by state delegates, two Directors appointed by the FCLB, and four At-Large Directors elected by the Board. District Directors are elected for a three-year term, may run for re-election, and can serve in the position for no more than nine years. At-Large Directors serve two-year terms, may run for re-election, and can serve in the position for no more than eight years.
District IV Director Jason Jaeger, D.C. of Nevada was elected by state delegates as the District IV Director of the National Board of Chiropractic Examiners. District IV includes the states of Arizona, California, Colorado, Hawaii, Kansas, Nevada, New Mexico, Oklahoma, Texas, and Utah. Dr. Jaeger graduated from the Southern California University of Health Sciences (SCUHS) in 2000. He has previously served as a board member for both the Nevada Chiropractic Physicians Regulatory Board as well as the Nevada Chiropractic Association. Currently he serves as Nevada’s alternate delegate to the International Chiropractors Association. He is a Certified Fellow and Instructor in the technique of Chiropractic Biophysics and is the developer of the Universal Tractioning System. Dr. Jaeger is licensed to practice chiropractic in Nevada, Arizona, and California, and is proud to bring his experience and knowledge to the National Board of Chiropractic Examiners.
At-Large Directors Margaret Freihaut, D.C. of Missouri was elected by the Board of Directors as an At-Large Director of the National Board of Chiropractic Examiners. Dr. Freihaut graduated from Logan College of Chiropractic in 1979 and is the owner and director of Fenton Family Chiropractic. She currently serves as President of the Missouri State Board of Chiropractic Examiners and also serves as the chiropractic member of the Acupuncture Advisory Board in Missouri. She participated in Part IV testing as an examiner for more than six years and is entering her third year as Chief Examiner. She has also taken part in the Part III and Part IV test committees held at NBCE headquarters. Dr. Freihaut’s experience as a leader and active participant in the chiropractic profession for the majority of her career will be a valued addition to the National Board of Chiropractic Examiners.
Jason Young, D.C. of Oregon was elected by the Board of Directors as an At-Large Director of the National Board of Chiropractic Examiners. Dr. Young graduated from the University of Western States in 2007 and manages a successful solo practice in Corvallis, Oregon. He has served two three-year terms as a member of the Oregon Board of Chiropractic Examiners, with two years as President, and is also the chiropractor for the Oregon State University Athletic Department. He has served as an examiner for the Part IV exam and has taken part in the Part III and Part IV test committees held at NBCE headquarters. Dr. Young is the second Black chiropractor to serve as a member of the NBCE Board of Directors. As a representative of minority populations serving at the highest levels of leadership within the chiropractic profession, he is passionate about the need to make chiropractic care more available to underserved populations.

Grossman, D.C. was elected for a one-year term as Treasurer of the NBCE. Michael Fedorczyk, D.C. was re-elected for a one-year term as Secretary of the NBCE.

NBCE Hosts the 17th Annual Student Leadership Forum
Greeley, CO. – The National Board of Chiropractic Examiners (NBCE) hosted their annual Student Leadership Forum on January 24 – 25, 2020. Leaders from national student chiropractic associations as well as chiropractic college representatives from across the country met at the Greeley headquarters. During the two-day forum, students saw presentations from NBCE leadership regarding the importance of valid, fair, and standardized testing to students, colleges, and state boards; development of written exam content; Part IV evidence-informed testing and other innovations; relationships with state boards; the scoring process and analysis; and the cost of standardized testing. Friday ended with an opportunity to hear from students on how to better serve chiropractic candidates across the country. Saturday’s activities included an outreach presentation and a leadership development workshop delivered by Dr. Daniel Côté, President of the NBCE; Dr. Karlos Boghosian, President of the Federation of Chiropractic Licensing Boards; and Dr. Norman Ouzts, Chief Executive Officer of the NBCE.

Historic Second Year in a Row with No Exam Fee Increase
Greeley, CO. – The National Board of Chiropractic Examiners decided that no fee increase will be applied to their exams in 2020. This is the second year in a row that the NBCE exam fees have remained the same and for the first time, since the NBCE was established in 1963, that fees have not increased for two years running. The decision was made during the NBCE Fall Board of Directors Meeting hosted in Miami, Florida. At the meeting, the board examined the effect of cost savings measures implemented over the last two years. Thanks to efficient planning and execution, the board will maintain current fees for the series of exams the NBCE provides. NBCE examinations are offered at chiropractic colleges and testing sites in the United States and in several foreign countries. Candidates must pass all four pre-licensure exams prior to becoming licensed doctors of chiropractic, while the post-licensure exams provide additional insights into a licensed chiropractor’s knowledge, suitability, and skillset. NBCE Mourns the Passing of Dr. Carroll H. Winkler
Greeley, CO.—The National Board of Chiropractic Examiners has learned of the passing of Dr. Carroll H. Winkler (1929-2019), who served on the board of directors from 1991-1995. Dr. Winkler’s funeral will be held at 11 a.m. on April 16, at the Lutheran Church of the Cross in Bismarck, North Dakota. Dr. Winkler is the father of Dr. Carol J. Winkler who practiced alongside her father in the Bismarck area. Dr. Winkler’s daughter, Carol, currently serves on the NBCE board, making her the first second-generation member of the NBCE board. Dr. Carroll H. Winkler was a graduate of Palmer College of Chiropractic in 1950 and completed post-graduate courses in chiropractic orthopedics, roentgenology, and the Gonstead technique. His devotion to the field of chiropractic included many years as a member of the North Dakota Chiropractic Association (NDCA), where he served as president and as a member of the Legislative Committee. Dr. Winkler was inducted into the NDCA Hall of Fame in 1989. Dr. Winkler’s service included two five-year terms on the North Dakota Board of Chiropractic Examiners, a term as president of the Federation of Chiropractic Licensing Boards and as a trustee of Northwestern College of Chiropractic. NBCE President Dr. Salvatore LaRusso praised Dr. Winkler’s contributions saying, “Dr. Winkler’s service came at a time of rapid growth of the NBCE as the organization moved into its current facilities, succeeded in expanding the usage of Part III, and began laying the groundwork for the introduction of the Part IV Practical Exam in 1996. NBCE Hosts 2019 Student Leadership Forum
Greeley, Colo.—The National Board of Chiropractic Examiners (NBCE) hosted its 16th annual student leadership forum on January 25-26, 2019. This year’s participants included three national student organizations, two scholarship winners from the 2018 NBCE Essay Competition, and representatives of five additional chiropractic colleges.
NBCE Vice President Dr. Steven Conway welcomed students, praising their academic excellence as well as their commitment to leadership in the chiropractic profession. During the forum, NBCE staff updated attendees on the science behind the development and administration of written and practical exams, the cost of exams, the importance of standardized exams, and the psychometrics of the scoring process. While participating in a structured focus group, student leaders gave feedback to the NBCE about their unique experiences with applications, exam administration and security, and score reporting. This information will be used to improve communications, websites, and the application and testing services provided to examinees.
Chief Leadership Architect with the Authentic Leadership Group and NBCE Treasurer Dr. John Nab presented the Saturday enrichment program entitled, “Lead Now.” He acknowledged that, “the toughest person to lead is always yourself.” With this principle in mind, Dr. Nab led the group in defining leadership, identifying key traits of leaders, and outlining steps to develop their leadership styles. NBCE Mourns the Passing of Dr. Richard Vincent

Greeley, Colo.—The National Board of Chiropractic Examiners (NBCE) Board of Directors is mourning the loss of Dr. Richard E. Vincent, who passed away on November 19, 2018.
Dr. Vincent’s impact on chiropractic regulation and testing was immeasurable. He was appointed to the first Board of Registration of Chiropractors in the Commonwealth of Massachusetts, serving five succeeding governors from 1966-1984. He was a board member to the Federation of Chiropractic Licensing Boards (FCLB) beginning in 1967, serving as its President from 1973-1975.
Dr. Vincent was first introduced to the NBCE as an FCLB-appointed director in 1973. In 1976, he was elected as NBCE District III Director and served in that role until 1982. Dr. Vincent was instrumental in the pivotal decision to move the NBCE offices from Cheyenne, Wyoming, to Greeley, Colorado, to afford easier access to psychometricians and statisticians at the Univ. of Northern Colorado. Additionally, Dr. Vincent led the NBCE in adopting a policy to recognize student applicants only from chiropractic colleges accredited by an agency recognized by the U.S. Department of Education.
For the last three years of his term (1979-1982), Dr. Vincent served as President of the Board. Under his leadership, the NBCE board voted to place five percent of revenues in a reserve fund to be used for worthy, long-term projects upon full board approval. The board also established a three percent reserve fund for legal actions. In 2013, the board honored Dr. Vincent for these milestone financial decisions by awarding him with the Paul M. Tullio Award for Distinguished Service to the NBCE.
NBCE President Dr. Salvatore LaRusso honored the service of Dr. Vincent saying, “The financial initiatives enacted during Dr. Vincent’s era proved to be visionary, financially stabilizing, and continue today. With that long-term planning in place, we are able to keep the NBCE on the leading edge of standardized assessment of chiropractic physicians.”
NBCE Mourns Loss of Dr. James Badge
Greeley, Colo.—The National Board of Chiropractic Examiners (NBCE) Board of Directors and staff learned recently that Dr. James J. Badge passed away on November 7.
NBCE President Dr. Salvatore D. LaRusso praised Dr. Badge for his legacy of ethical leadership and influence in the chiropractic profession. “Dr. Badge’s contribution to the NBCE and to our profession is profound,” he stated. “Jim will be greatly missed.”
Dr. Badge’s service included many national and international organizations. At the NBCE, Dr. Badge served in the roles of president, vice president, and district director from 1987-2005. He was instrumental in the survey and publishing of the Practice Analysis of Chiropractic, a survey conducted every five years that is used to inform item development for NBCE’s Part III and Part IV Practical Exam.
Dr. Badge also led the NBCE’s development of its International Affairs Committee to pursue the rapidly expanding use of chiropractic as a significant health care treatment modality. The work of the IAC ultimately led to the formation of the International Board of Chiropractic Examiners (IBCE) whose mission is to promote international standardization of chiropractic education and assessment.
The NBCE salutes Dr. Badge for his exemplary career, his service to the National Board and to the chiropractic profession.

The NBCE is working hard to better serve the chiropractic profession, its state regulatory boards and the public. Here are just some of its recent accomplishments.
More Test Opportunities
The NBCE’s Written Exams department, led by Bruce Shotts, DC, developed a solution to computer-based testing on college campuses. Their work has resulted in 11 exam opportunities per year. CBT exams are on schedule to begin January 2019 as follows:
- Three opportunities to take Part I: January, April, August
- Three opportunities to take Part II: February, June, September
- Three opportunities to take Part III and Physiotherapy: March, July and October
- The schedule for Part IV Practical Exams remains unchanged: May and November.
When applications opened this fall, six months of exam dates were available.
Fewer Test Questions on Parts I & II
The Department of Psychometrics and Research, led by Igor Himelfarb, PhD, reviewed Part I and Part II historical data to determine if a reduction in the number of items was feasible. The study showed that the optimal number of operational items is 40 for each exam domain. They then performed decision consistency studies, which supported the conclusion that reducing the number of items per domain to 40 would not affect an examinee’s likelihood of achieving a passing or failing score.
Ground-Breaking Test Development on Part III
In the collaboration between NBCE’s Written Exams and Psychometrics, a new scoring model was proposed and evaluated for scoring Part III. This ground-breaking development resulted in the acceptance of a paper about this model titled “Two-Level Alternating Direction Model for Polytomous Items Violating Local Independence,”1 which was presented in the world’s most prestigious psychometric forum – the annual conference for the National Council on Measurement in Education (NCME) in New York. Acceptance of the paper involved rigorous peer-review by the world’s best psychometricians.

Dr. Cynthia Tays Elected to NBCE Board

Greeley, Colo.— The NBCE is pleased to announce the election of Dr. Cynthia L. Tays of Austin, Texas, as District IV Director. District IV includes the states of Arizona, California, Colorado, Hawaii, Kansas, Nevada, New Mexico, Oklahoma, Texas, and Utah.
Dr. Tays graduated with honors from Texas Chiropractic College in 1983. She is a Fellow of the American Board of Chiropractic Orthopedists. Dr. Tays was President of the Texas Board of Chiropractic Examiners (TBCE) from 2011-2016, and currently serves as Peer Review Consultant of TBCE. Most recently, she served as Board Chair and District IV Director for the Federation of Chiropractic Licensing Boards.

NBCE Launches Digital Diagnostic Imaging in Part IV Testing
GREELEY, Colo.—The National Board of Chiropractic Examiners (NBCE) announces that beginning with the November 2018 Part IV examination the Diagnostic Imaging (DIM) component will be presented in digital format. The content of the examination will continue to follow the current published test plan.
The examinees will be seated at a monitor for the entire DIM examination to view the digital images. The examination will consist of 20 stations with two minutes per station. Pilot studies at five chiropractic colleges found that moving to 20 stations with two-2 correct answers versus 10 stations with four-4 correct answers resulted in a more reliable assessment of examinees’ interpretation skills. An additional finding of the pilot was that the simplification of question format allowed for the 2 minute per station time frame. Dr. Winkler Seated on NBCE Board

Greeley, Colo.— The National Board of Chiropractic Examiners seated Dr. Carol Winkler (N.D.) at its annual meeting in Dallas, Texas, on May 4, 2018. Dr. Winkler holds one of the two seats filled by the Federation of Chiropractic Licensing Boards (FCLB). She comes to the NBCE with extensive experience of NBCE test committees and exam administration.
Dr. Winkler is a graduate of Palmer College of Chiropractic, practicing in Bismarck, N.D. She is a member of the North Dakota Chiropractic Association and was named Chiropractor of the Year in 2016 by that organization.
Dr. Winkler is currently the FCLB Treasurer. She also held the positions of Board Chair and District I Director for the FCLB. She is a former President of the North Dakota Board of Chiropractic Examiners.
Dr. Winkler comes from a long line of leaders. Her father, Dr. Carroll H. Winkler, served as a member of the NBCE Board of Directors from 1991-1995.

NBCE Seats New District III Director

Greeley, Colo.—At the annual meeting of the National Board of Chiropractic Examiners in Dallas, Texas, on May 4, 2018, Dr. Michael Fedorczyk (Maryland) was elected District III Director. This district includes the states of Pennsylvania, New York, Maine, New Hampshire, Delaware, Connecticut, New Jersey, Massachusetts, Rhode Island, Maryland, and the District of Columbia.
Dr. Fedorczyk is a graduate of New York Chiropractic College. The college has honored him with the Frank E. Dean Award for Outstanding Service and an Outstanding Clinician Service Award.
Dr. Fedorczyk practices in Maryland. His service to the chiropractic profession includes the Maryland Board of Chiropractic and Massage Therapy Examiners, where he served as president from 2013-2015 and vice president from 2011-2013. He received their Board Member Recognition Award for outstanding service in 2017.
He is a member of the Maryland Chiropractic Association and received the association’s President’s Award in 2008 for dedicated service.
He was named Fellow of the Federation of Chiropractic Licensing Boards in 2011 and serves as a member of their Legislative Committee. His service to the NBCE includes the Ethics and Boundaries Grading Committee, Part IV Examiner, and many test committees for the written exams.

NBCE To Launch Computer-Based Testing in 2019

Greeley, CO—The National Board of Chiropractic Examiners (NBCE) will launch computer-based testing (CBT) on chiropractic college campuses in 2019.
After a careful and thorough analysis of CBT delivery options, the NBCE Board of Directors committed to a five-year strategic partnership with Prometric®, a trusted provider in testing and assessment solutions, at its board meeting in Dallas, Texas, on May 1, 2018. Through this alliance, the NBCE will be able to offer CBT beginning in January 2019.
NBCE Board President Dr. Salvatore LaRusso spoke highly of Prometric. “This is a significant decision ensuring that NBCE will continue as a leader in professional testing. Examinees and internal support services alike will directly benefit from Prometric’s vast experience in high stakes testing and their significant investment in testing technology.”

NBCE Seats Board and Elects Officers at 2018 Annual Meeting

Greeley, Colo.—The National Board of Chiropractic Examiners (NBCE) held its annual meeting on May 4, 2018, in Dallas, Texas.
At the meeting, the NBCE elected the following officers who will serve as the Executive Committee for the coming year. They are: Dr. Salvatore LaRusso (Florida) will serve as president, Dr. Steven Conway (Wisconsin) will serve as vice president, Dr. Daniel Côté (Oregon) will serve as secretary, and Dr. John Nab (Kansas) will serve as treasurer.
State delegates elected these directors:
- District III Director Michael Fedorczyk (Maryland), replacing Dr. Paul Morin (Maine) who was term-limited.
- District IV Director Benjamin Lurie (Nevada)
- District V Director John McGinnis (South Carolina)
Drs. Fedorczyk and McGinnis will serve three-year terms. Dr. Lurie’s term is two years. Two district directors will continue their terms on the NBCE board. They are Dr. Daniel Côté (Oregon) in District I and Dr. LeRoy Otto (Minnesota) in District II.
The NBCE board also has four at-large positions, two of which were open for election in 2018. Dr. Steven Conway (Wisconsin) and Dr. John Nab (Kansas) were re-elected for two-year terms. Dr. Salvatore LaRusso (Florida) and Dr. Farrel Grossman (South Carolina) will continue their terms.
The Federation of Chiropractic Licensing Boards (FCLB) fills two NBCE board positions. In 2018, Dr. Kirk Shilts (Massachusetts) and Dr. Carol Winkler (North Dakota) have been appointed to serve in this capacity.
